Fusion removes traffic that tiling cannot

Tiling cuts the traffic inside one operation by reusing what it loaded. It cannot touch the intermediate one kernel writes for the next to read. On a transformer MLP block that traffic rivals the matmul's own time. Fusion deletes it, under three rules for what fuses and two refusals for what does not.
