Occupancy is a means, and treating it as the goal makes kernels slower

Occupancy is the share of an SM's warp slots holding resident warps, and its only job is to hide latency. Raise it when warps stall with no eligible replacement, after ruling out a wave-quantisation tail and a saturated binding resource. Forcing it with register caps adds spill traffic instead.
